Can all fast bowlers swing the ball or is it a separate skill?

Swing bowling is a learned skill built on top of pace — it requires a specific grip, wrist position, and release point that must be deliberately developed. Bowlers who bowl with a cross-seam grip (seam not upright) cannot swing the ball regardless of pace, because the physics require a vertical seam presentation to create the pressure differential. Many club-level fast bowlers have never been coached on grip and wrist position and simply bowl flat without movement; at elite level, the vast majority of fast bowlers have some ability to swing the ball but differ significantly in reliability and degree.

Does the ball swing more in certain weather conditions?

Yes. Overcast, humid conditions thicken the air slightly, enhancing the pressure differential that drives swing. This is why swing bowlers prefer overcast skies and why England's conditions (frequently overcast and humid) historically favour pace-and-swing attacks. Hot, dry conditions (such as subcontinental and Australian summer conditions) reduce swing, which is partly why fast bowlers in those regions develop cut and seam rather than swing as their primary weapon.
