These rules serve two purposes: to protect domestic player development pathways (ensuring local talent gets opportunities) and to ensure domestic leagues do not simply become entirely foreign-player competitions that don't reflect the host nation's cricket culture.

Eligibility vs Overseas Status

A player is 'overseas' in a league if they are not eligible to play for that country's national team under ICC criteria. An English cricketer playing in the IPL is overseas; an Indian cricketer playing in the BBL is overseas. Players with dual eligibility can choose their national affiliation, which then determines their overseas status in each league.
